Title: Driver's License Renewal by Mail

Vote to pass a bill that authorizes residents of South Dakota to renew an operator's license, motorcycle operator's license, or nondriver identification card by mail once in any 10 year period.

Highlights:

-Establishes the following requirements to apply for renewal by mail once in any 10 year period for any person who holds a valid South Dakota operator's license, motorcycle operator's license or nondriver identification card (Sec. 2):

    -The applicant is a citizen of the United States or has permanent resident status; -The applicant has not had a material change in any personally identifiable information; -The applicant is not applying for reinstatement after a suspension, revocation, disqualification, or cancellation; and -The applicant has complied with all provisions and the Department of Public Safety has determined their eligibility.
-Requires the Department of Public Safety to establish rules on medical and vision standards, presentment of documents, application deadlines and fees relating to the renewal by mail of a license (Sec 3).

NOTE: TAX RATE INCREASES AND NEW TAXES MUST BE APPROVED BY AT LEAST A TWO-THIRDS MAJORITY VOTE IN EACH CHAMBER OR BY VOTERS THROUGH AN INITIATIVE.
