-Appropriates the following funds in the appropriated amount of $5.4 million to the South Dakota Science and Technology Authority (Sec 1):

    -$2 million from the Petroleum Release Compensation Fund (§ 34A-13-18); -$1.5 million from the State Aeronautics Fund (§ 50-4-8); -$1 million from the Tax Relief Fund (§ 10-45C-14); -$500,000 from the Telecommunications Fund For the Deaf and the Telecommunications Fund for Other Disabilities (§ 49-31-50); and -$400,000 from the Private Activity Bond Fees Fund (§ 1-7-10).
-Requires that the Secretary of Tourism and State Development approve vouchers, and State Auditor draw warrants, to pay expenditures authorized by this Act (Sec. 3).
