Title: St. Louis Police Department Governance Modifications

Vote on a motion to adopt a substitute bill text that authorizes cities that are not within counties to create and maintain their own municipal police forces, effective August 28, 2010.

Highlights:

-Authorizes any city not within a county to establish a municipal police force to do all of the following (Sec. A):

    -Preserve the public peace, welfare, and order; -Prevent crime and arrest suspected offenders; -Enforce the laws of the state and ordinances of the city; -Exercise all powers available to a police force under generally applicable state law; and -Regulate and license all private watchmen, private detectives, and private policemen.
-Increases the membership of the boards of police that serve cities that have a population of 500,000 or more from 4 commissioners to 7 commissioners, and specifies that, beginning on January 1, 2011, the mayor of the city shall appoint 3 of the commissioners (Sec. A).

NOTE: THIS IS A MOTION TO ADOPT A SUBSTITUTE BILL TEXT IN ITS CURRENT FORM. IF THIS MOTION PASSES, A SUBSEQUENT THIRD READING AND PASSAGE VOTE WILL STILL BE NECESSARY FOR THE LEGISLATION TO PASS THIS CHAMBER. IF THE MOTION IS DEFEATED, THE LEGISLATION WILL NOT PROCEED TO A FINAL PASSAGE VOTE IN ITS CURRENT FORM.
