Highlights:

-Establishes the State Police Operations Assistance Fund, a special fund in the State treasury to be administered by the Department of State Police for operations and initiatives to combat and prevent streetgang-related crime, to be used by the Department of State Police to finance any of its lawful purposes or functions (Sec. 5). -Specifies that any person convicted of a violation of the Criminal Code of 1961 who, at the time of the conviction was a streetgang member, must pay an additional fine of $100, $5 going to the Circuit Court Clerk Operation and Administrative Fund and $95 to the State Police Streetgang-Related Crime Fund (Sec. 10). -Prohibits the State Police Operations Assistance Fund and the State Police Streetgang-Related Crime Fund from being subject to administrative chargebacks (Sec. 5). -Specifies that investment income from money in the State Police Operations Assistance Fund be retained in the fund and used for its specified purposes (Sec. 6) -Requires a clerk of the circuit court to charge and collect an additional fee, essentially doubling the fee to be paid by the defendant in any felony, traffic, misdemeanor, local ordinance, or conservation case to be deposited into the State Police Operations Assistance Fund (Sec. 6).
