Prohibits a person from using a handheld wireless device to manually write, send, or read a message while operating a motor vehicle (Sec. 1).
Specifies that the statute does not apply to the following individuals (Sec. 1):
An operator of an authorized emergency vehicle or a law enforcement officer using equipment necessary for duty;
A person who reads, selects or enters telephone numbers or names in a handheld wireless communication device for the purpose of making or receiving a telephone call; or
A person who operates a vehicle that is not in a lane of traffic or in a lane but not in motion.
Specifies that a person in violation of the statute will be fined $50 if not in a motor vehicle accident, and $200 if involved in a motor vehicle accident (Sec. 1).
