Vote to pass a bill that suggests that construction contracts for public projects be given to the bidder who, through an analysis of the bidders construction plan, estimated price, and past history, is found to offer the state the best overall value. Potential bidders must verify to the state that they do not employ illegal aliens before they are allowed to bid.
