Vote to pass a bill that specifies procedures for the nonrenomination or nonreelection of teachers, effective July 1, 2011.

Highlights:

• Increases the number of consecutive years of teaching required before a teacher may request a school board hearing regarding his or her dismissal from 3 years to 5 years, effective July 1, 2011 (Sec. 1).

• Defines "Teacher" as any professional employee of any school district whose position requires certification as a professional engaged in teaching, including principals, assistant principals, librarians, and guidance counselors (Sec. 1).

• Authorizes local school districts to make nonrenomination and nonreelection decisions based on factors other than seniority when reducing the teaching force (Sec. 1).

• Authorizes the school board to determine the grounds for nonrenomination and nonreelection at their discretion (Sec. 1).

• Repeals provisions that required the superintendent of the local school district, in the case of nonrenomination, to give a teacher prior notification of unsatisfactory performance, and to demonstrate that the teacher had a "reasonable" opportunity to correct such performance (Sec. 1).

• Authorizes teachers to petition the state board of education if he or she is aggrieved by his or her dismissal, and specifies that this is the only remedy available to a teacher who has been dismissed (Sec. 2).

• Prohibits grievances from being subject to binding arbitration or any other binding resolution (Sec. 3).

• This act is effective July 1, 2011 (Sec. 4).
