Title: Increasing Regulation of Driver's Licenses Issued to Foreign Nationals

Vote to pass a bill that increases regulation of driver's licenses issued to foreign nationals.

Highlights:

-Repeals provisions of existing law authorizing the issuance of driver’s licenses to foreign nationals without a social security number, regardless of immigration status (Sec. 1).

-Requires foreign nationals to include the following information in applications for a driver’s license or identification card (Secs. 1 & 4):
    -The unique identifying number of the applicant’s valid passport, visa, or other arrival-departure record document issued by the federal government; and
    -The expiration date of the applicant’s authorized period of admission or extension of stay, as indicated in a document issued by the federal government.

-Requires a driver’s license issued to a foreign national to expire on the earliest of the following dates (Sec. 3):
    -30 days after the applicant turns 21 years old, if the license is issued when the applicant is under the age of 21;
    -30 days after the applicant turns 75 years old;
    -30 days after the applicant’s birthday in the fourth year after the effective date of the license;
    -30 days after the applicant’s birthday in the eighth year after the effective date of the license, if the applicant opts for a valid license period of 8 years; or
    -The date the applicant’s authorized period of admission or extension of stay is terminated, as indicated in a document issued by the federal government.

-Requires an identification card issued to a foreign national to expire on the earliest of the following dates (Sec. 6):
    -The last day of the month of the applicant’s birthday in the fourth year after the effective date of the card;
    -The last day of the month of the applicant’s birthday in the eighth year after the effective date of the card, if the applicant opts for a valid card period of 8 years; or
    -The date the applicant’s authorized period of admission or extension of stay is terminated, as indicated in a document issued by the federal government.
