Vote Smart's Synopsis:

Vote to pass a bill that submits a constitutional amendment to the voters that requires voters to present a valid form of government-issued photo identification in order to vote.

Highlights:

• Requires voters to present one of the following forms of photo identification prior to voting (Sec. A):
• A non-expired Missouri driver’s license;
• A non-expired Missouri non-driver’s license;
• A document issued by the United States or the state of Missouri that contains the individual’s name, photograph, and an expiration date; or
• Any military identification card that contains a photograph of the individual.

• Requires the state and all fee offices to provide at least one of the valid forms of photo identification free of charge to qualified voters who wish to use the identification for the purpose of voting (Sec. A).

• Exempts the following individuals from the provisions of this bill (Sec. A):
• An individual with a physical or mental disability who is otherwise deemed competent to vote under state law;
• An individual who is unable to pay for a birth certificate or other supporting documentation necessary to obtain the required identification;
• An individual with a sincerely held religious belief that prohibits the individual from being photographed; and
• An individual born on or before January 1, 1941.

• Requires a voter who is exempt from the provisions of this bill to sign an affidavit stating that he or she is the individual registered to vote and qualifies for one or more of the aforementioned exemptions (Sec. A).

• Authorizes voters without valid identification to cast a provisional ballot that shall not be counted unless the voter returns with valid identification within 3 days after the election (Sec. A).
