Specifies that the life of each human begins at conception (Sec. 1).
Specifies that all of the “rights, privileges, and immunities” available to other residents of Virginia also extend to any “unborn children,” subject to restrictions contained in the following (Sec. 1):
The Constitution of the United States;
Decisions of the United States Supreme Court; and
The laws and constitution of Virginia.
Specifies that the bill does not create a cause of action against a woman for indirectly harming an “unborn child” due to unsatisfactory personal or prenatal care (Sec. 1).
Defines “unborn children” as any offspring of human beings from the moment of conception until birth at every stage of biological development (Sec. 1).
Exempts lawful assisted conception from the provisions of this bill (Sec. 1).
