Vote to pass a bill that requires public school teachers to adhere to Federal Communications Commission (FCC) regulations regarding speech.

Highlights:

• Requires a person providing classroom instruction in a public school to adhere to FCC regulations concerning obscenity, indecency, and profanity when engaging in speech or conduct in a classroom setting (Sec. 1).

• Defines “public school” as a public preschool, elementary, junior high, middle school or high school (Sec. 1).

• Authorizes a school to suspend or terminate a person’s employment for any violations of the FCC guidelines, but specifies minimum punishments as follows (Sec. 1):
• For the first or second occurrence at minimum a warning shall be issued to the person;
• For the third occurrence, the school shall suspend the person for at least 1 week without pay;
• For the fourth occurrence, the school shall suspend the person for at least 2 weeks without pay; and
• For the fifth occurrence, the school shall terminate the person’s employment.

• Specifies that all complaints received by a school for a violation of these regulations shall be investigated by the principle prior to any disciplinary action (Sec. 1).
