Title: Establishes a Recall Primary Election for a Recall Election

Vote to pass a bill that establishes a recall primary election for a recall election, applied retroactively from December 31, 2011.
Highlights:
- Establishes a recall primary election to be followed, if necessary, by a recall general election, whereas existing law limited recall elections to just one general election (Sec. 1).
- Specifies that if only one candidate remains after a recall primary election that candidate will be declared as the winner of the recall general election (Sec. 1).
