Vote to pass a bill that requires the Office of Financial Management to work with a consultant to evaluate approaches to reducing greenhouse gas emissions.

Highlights:

• Requires the Office of Financial Management to contract with an “independent and objective” consultant to form the Climate Legislative and Executive Work Group to prepare a credible evaluation of approaches to reduce greenhouse gas emissions (Sec. 1).

• Requires the Climate Legislative and Executive Work Group to consist of the following 5 members (Sec. 2):
• The governor, or the governor’s designee, as chair and a nonvoting member;
• 1 member from each major caucus of the House of Representatives, to be appointed by the speaker of the House; and
• 1 member an alternate from each major caucus of the Senate, appointed by the President of the Senate.

• Requires the work group to provide evaluations of various geographical areas surrounding Washington to the governor by October 15, 2013, and to contain certain information, including, but not limited to, the following information (Sec. 1):
• Effectiveness in achieving the jurisdiction’s emission reduction objectives, including the cost per ton of emission reduction;
• Impacts upon household consumption and spending, including fuel, food, and housing costs; 
• Any significant co-benefits to the jurisdiction, such as reduction of potential adverse effects to public health, from implementing the program; and
• An analysis of the state’s energy expenditures and sources of fossil fuels.
