Title: Authorizes In-State Tuition and Financial Aid for Undocumented College Students

Vote to pass a bill that authorizes in-state tuition and financial aid for certain undocumented immigrants attending college.

Highlights:

  • Authorizes an undocumented immigrant to qualify for a resident tuition rate at a state university and college if the student meets the following requirements (Sec. 1):
    • The student attended 3 or more years of high school within the state;
    • The student graduated from high school or attained an equivalent of a high school graduation; and
    • If the student is without lawful immigration status then the student must comply with selective service registration requirements and if the federal process exists, he or she must present the higher education institution with documentation from federal authorities that the student has filed an application to obtain lawful immigration status. 
  • Authorizes a public postsecondary institution to use private funds to provide aid to a student eligible for resident tuition under the provisions of this bill (Sec. 2).
  • Appropriates $100,000 from the general fund to the Office of Higher Education for the information technology costs associated with the implementation of this bill for the fiscal year 2014 (Sec. 4).
