Vote to pass a bill that authorizes non-citizens to acquire driver authorization cards.

Highlights:

  • Requires an applicant for an instruction permit or for a driver authorization card to prove his or her name and age by presenting certain documents including, but not limited to, any 2 of the following documents (Sec. 5):
    •     A passport or birth certificate issued by a foreign government;
    •     A consular identification card issued by the Government of Mexico; or
    •     Any other document acceptable to the Department of Motor Vehicles.
  • Requires all applicants for the instruction permit or for the driver authorization card to prove his or her residence in Nevada by presenting certain documents including, but not limited to, the following documents (Sec. 5):
    • A receipt of rent or lease of a residence located in the state;
    • A record from a public utility for a service address located in the state; or
    • An employment check stub indicating a residential address located in the state.
  • Prohibits the Department of Motor Vehicles from accepting documents written in a language other than English unless accompanied by a verified translation (Sec. 5).
  • Requires all driver authorization card applicants to comply with the same requirements that apply to obtaining driver’s licenses, including, but not limited to, the following requirements (Sec. 5):
    • Passing the standard state driving, vision, and written tests; and
    • Obtaining motor vehicle insurance.
  • Prohibits driver authorization cards from being used to determine eligibility for any benefits, licenses, or services issued by the state (Sec. 5).
  • Prohibits driver authorization cards or instruction permit cards from being accepted by any federal agency for federal identification purposes (Sec. 5).
  • Specifies that driver authorization cards expire on the anniversary of issuance (Sec. 5).
  • Prohibits the Director of the Department of Motor Vehicles from releasing any information relating to the immigration status, nationality, or citizenship of an individual for any of the following purposes (Sec. 1):
    • Relating to a request for or the issuance of a license, identification card, or title or registration of a vehicle; or
    • Relating to a request from any government agency for any purpose relating to the enforcement of immigration laws.

NOTE: A 2/3 MAJORITY VOTE IS REQUIRED FOR THIS LEGISLATION TO PASS.
