Title: Prohibits Smoking on State-Funded University and Community College Campuses

Vote Smart's Synopsis:

Vote to pass a bill that prohibits smoking on the campus of state-supported institution of higher education, effective July 1, 2015.

Highlights:

  • Prohibits an individual from smoking on the campus of a state-supported institution of higher education except under the following circumstances (Secs. 10 & 15):
    • An individual is traveling through a campus in a vehicle that is not owned by the university; or
    • An individual is smoking in an enclosed laboratory for the purpose of medical research. 
  • Requires a public university to establish a task force that implements the provisions of this bill and establishes the disciplinary action, fines, and an appeal process for an individual who violates this bill (Sec. 20). 
  • Requires the provisions of this act be communicated to all students and faculty of a public university no later than May 1, 2015 (Sec. 15). 
  • Requires a public university to post a campus map on their website that indicates the locations where smoking is prohibited (Sec. 15).

  • Prohibits smoking on state-supported university and community college campuses, beginning July 1, 2014 (Sec. 15).
  • Exempts individuals who are traveling through campus or are parked in cars not owned by the public university or community college (Sec. 15).
  • Requires that the prohibition of smoking be communicated to all students and employees of public university or community colleges by May 1, 2014 (Sec. 15).
  • Requires public universities and community colleges to establish a task force to implement the provisions of this bill including, but not limited to, posting “No Smoking” signs on campus by Dec. 31, 2013 (Sec. 20).
  • Authorizes the governing board of the public university or community college to determine what kind of disciplinary action to take against violators of the provisions of this bill (Sec. 25).
