Highlights:

  • Establishes licenses for the sale and manufacture of firearms, firearm accessories, and ammunition within the state of Louisiana (Sec. 1).
  • Requires a state resident pursuing a license to sell firearms, firearm accessories, and ammunition made in Louisiana to meet certain requirements including, but not limited to, the following requirements (Sec. 1):
    • The resident does not suffer from a mental or physical infirmity which prevents the safe handling of a firearm; 
    • The resident is not ineligible to possess a firearm due to a felony conviction; and
    • The resident pays a fee of no more than $200.
  • Requires a state resident pursuing a license to manufacture firearms, firearm accessories, and ammunition in Louisiana to meet certain requirements including, but not limited to, the following requirements (Sec. 1):
    • The resident files an application to the Department of Public Safety and Corrections with a detailed description of the types of firearms, firearm accessories, and ammunition the resident intends to manufacture; and
    • The resident pays a fee of no more than $1,000.
  • Authorizes the Department of Public Safety and Corrections to oversee and administrate the sale and manufacture of firearms, firearm accessories, and ammunition, including the inspection of manufacturing facilities, granting of licenses, and adoption of addition rules and regulations (Sec. 1).
  • Requires an in-state firearms manufacturer to have the words “made in Louisiana” clearly marked on each firearm (Sec. 1).
  • Establishes eligibility criteria for an individual to purchase a Louisiana manufactured firearm including, but not limited to, the following criteria (Sec. 1):
    • The individual must be a resident of the state;
    • The individual must be at least 18 years old to purchase a Louisiana manufactured firearm other than a handgun; 
    • The individual must at least 21 years old to purchase a Louisiana manufactured handgun; and
    • The individual must authorize the seller to perform a criminal background check on the individual.

NOTE: THIS LEGISLATION NEEDED A TWO-THIRDS MAJORITY VOTE TO PASS
