Title: Department of Defense Appropriations Act, 2014

Vote to pass a bill that appropriates funds for the Department of Defense for fiscal year 2014.

Highlights:

  • Prohibits funds appropriated by this bill from being used to carry out a furlough (Title X, Secs. 10016, 10023 & 10025).
  • Prohibits funds appropriated by this bill from being used by the National Security Agency (NSA) to do the following (Title X, Sec. 10037):
    • Conduct intelligence acquisition for the purpose of targeting a United States citizen; or
    • Acquire, monitor, or store the contents of any electronic communications of a United States citizen from a provider of electronic communication services.
  • Prohibits funds appropriated by this bill from being used to introduce United States forces into Syria without approval from Congress pursuant to the War Powers Resolution (Title X, Sec. 10034).
  • Prohibits funds appropriated by this bill from being used to fund military operations or individuals, groups, or organizations engaged in paramilitary activity in Egypt (Title X, Sec. 10035).
  • Prohibits funds appropriated by this bill from being used to transfer or release to Yemen an individual detained at Guantanamo Bay to the custody or control of the Republic of Yemen or any entity within Yemen (Title X, Sec. 10031).
  • Prohibits funds appropriated by this bill from being used to grant an enlistment waiver for certain offenses including, but not limited to, rape, sexual abuse, or sexual assault (Title X, Sec. 10004).
  • Appropriates funds to the Army for military functions for fiscal year 2014 including, but not limited to, the following (Titles I, II & IV):
    • $40.91 billion for personnel;
    • $4.48 billion for Reserve personnel;
    • $7.96 billion for National Guard personnel;
    • $35.18 billion for operations and maintenance;
    • $3.20 billion for operations and maintenance of the Army Reserve;
    • $7.10 billion for operations and maintenance of the Army National Guard; and
    • $7.96 billion for expenses necessary for research, development, testing, and evaluation.
  • Appropriates funds to the Air Force for military functions for fiscal year 2014 including, but not limited to, the following (Titles I, II & IV):
    • $28.38 billion for personnel;
    • $1.75 billion for Reserve personnel;
    • $3.13 billion for National Guard personnel;
    • $37.44 billion for operations and maintenance;
    • $3.15 billion for operations and maintenance of the Air Force Reserve;
    • $6.68 billion for operations and maintenance of the Air National Guard; and
    • $24.95 billion for expenses necessary for research, development, testing, and evaluation.
  • Appropriates funds to the Navy for military functions for fiscal year 2014 including, but not limited to, the following (Titles I, II & IV):
    • $27.67 billion for personnel;
    • $1.88 billion for Reserve personnel;
    • $40.13 billion for operations and maintenance;
    • $1.20 billion for operations and maintenance of the Navy Reserve; and
    • $15.37 billion for expenses necessary for research, development, testing, and evaluation.
  • Appropriates funds to the Marine Corps for military functions for fiscal year 2014 including, but not limited to, the following (Titles I & II):
    • $12.83 billion for personnel;
    • $665.50 million for Reserve personnel;
    • $6.30 billion for operations and maintenance; and
    • $266.56 million for operations and maintenance of the Marine Corps Reserve.
