Title: Establishes a Buffer Zone around Abortion Clinics

Vote to concur with House amendments and pass a bill that establishes a 25-foot buffer zone around abortion clinics, effective July 10, 2014.
Highlights:
- Prohibits individuals from entering or remaining on public property within 25 feet from the entrance, exit, or driveway of a “reproductive health care facility”, excluding the following individuals (Sec. 2):
- The individuals entering or leaving the "reproductive health care facility";
- The employees of the "reproductive health care facility" while acting within the scope of their employment;
- The law enforcement, ambulance, firefighters and other public workers acting within the scope of their employment; and
- The individuals using the sidewalks in transit to another destination.
- Defines “reproductive health care facility” as a place other than a hospital where abortions are offered or performed (Sec. 2).
- Requires reproductive health care facilities to designate the 25 foot parameter with signs that contain the following language (Sec. 2):
- “Reproductive Health Center”;
- “Patient Safety Zone”;
- “No Congregating, Patrolling, Picketing or Demonstrating Between Signs”; and
- “Pursuant to RSA 132:38”.
- Requires a reproductive health care facility to consult with local law enforcement prior to displaying the desginated signage to ensure compliance with local ordinances (Sec. 2).
- Requires law enforcement officers to issue a written warning to individuals who violate the provisions of this bill, before issuing a citation (Sec. 2).
- Establishes a minimum fine of $100 for any individual who violates the provisions of this bill (Sec. 2).
