Title: Providing for Authority to Initiate Litigation for Actions by the President or Other Executive Branch Officials Inconsistent with Their Duties Under the Constitution of the United States

Vote to pass a resolution that authorizes the Speaker of the House of Representatives to initiate civil action against the President or another executive branch official regarding implementation of the Patient Protection and Affordable Care Act.
- Authorizes the Speaker of the House of Representatives to initiate civil action against the President, the head of a department or agency, or an officer or employee of the executive branch for failing to act in a consistent manner as required by law with respect to the implementation of the Patient Protection and Affordable Care Act or the Health Care Education and Reconciliation Act of 2010.
- Requires the Speaker of the House of Representatives to notify the House of a decision to initiate a civil action under the provisions of this resolution (Sec. 2).
- Requires the Office of the General Counsel of the House of Representatives to represent the House in a civil action initiated under the provisions of this resolution, and authorizes the Office to employ outside council and other experts in such civil action (Sec. 3).
- Requires the chair of the Committee on House Administration to print the total amount expended by the Office on outside council and other experts each quarter in the Congressional Record (Sec. 3).
