Vote to pass a bill that authorizes the city of Albany to establish a demonstration program for red light cameras.

Highlights:

• Authorizes the city of Albany to establish a 5 year demonstration program for the installation of a “traffic-control signal photo violation-monitoring system” at no more than 20 intersections (Sec. 1).

• Defines “traffic-control signal photo violation monitoring system” as a vehicle sensor installed at a traffic-control signal that automatically produces images of a vehicle violating a traffic-control indication (Sec. 1).

• Establishes a fine of no more than $50 for an image-captured traffic violation with an additional fine of no more than $25 if the individual does not pay the initial fine by the specified time (Sec. 1).

• Specifies that the violation notice and any penalties assessed will be issued to the registered owner of the vehicle, except in the following circumstances (Sec. 1):
• The vehicle was reported stolen during the time of the violation; or
• The operator was driving the vehicle without the express or implicit consent of the owner.

• Prohibits an image-captured traffic violation from affecting an individual’s driving record or insurance policy (Sec. 1).
