Vote to pass a bill that extends the target date for meeting low carbon fuel standards, effective immediately.

Highlights:

  • Extends the target date for reducing greenhouse gas emissions of fuels by 10 percent of the 2010 levels from the year 2020 to 2025, or a later date if the Environmental Quality Commission determines an extension is appropriate (Sec. 3). 
  • Requires the commission to adopt provisions for managing and containing the costs of compliance with the standards, including, but not limited to, the following provisions (Sec. 3):
    • A provision authorizing an individual to obtain credits for fuels used as substitutes for gasoline or diesel; and 
    • A provision establishing opportunities for an individual to trade credits.
  • Exempts an individual who imports less than 500,000 gallons of gasoline and diesel fuel in 1 calendar year from the low carbon fuel standards (Sec. 3).
  • Expands exemptions from the low carbon fuel standards to include fuel used in the following vehicles (Sec. 3):
    • Watercraft;
    • Railroad locomotives; and 
    • Motor vehicles that are not designed primarily to transport persons or property, are operated on highways only incidentally, and are used primarily for construction work.
