Vote to pass a bill that authorizes the use of medical cannabis.
Highlights:
Establishes a “Medical Cannabis Patient Card” that authorizes the holder to perform the following actions (Sec. 6):
Purchase cannabis, a cannabis product, or a cannabis device from a cannabis dispensary; and
Possess and consume no more than a 60 day supply of cannabis or cannabis products at any given time as prescribed by a physician for treatment.
Authorizes an individual to apply for a “Medical Cannabis Patient Card” if certain requirements are met, including, but not limited to, the following requirements (Sec. 3):
The individual is at least 18 years of age, or the parent or guardian of a minor, with a “qualifying illness;”
The individual provides a signed statement by a physician via the “Electronic Verification System” that the individual suffers from a “qualifying illness” and may benefit from cannabis treatment; and
The individual is a legal resident of Utah.
Defines “qualifying illness” as including, but is not limited to, cancer, Alzheimer’s disease, post-traumatic stress disorder, and chronic pain (Sec. 2).
Establishes the “Electronic Verification System” to be used for certain duties, including, but not limited to, the following duties (Sec. 4):
Recording a physician’s recommendation for treatment with cannabis or cannabis products for an individual;
Recording an individual or the individual’s parent or guardian’s application for a Medical Cannabis Patient Card in the presence of a physician;
Recording the electronic deposit of funds by a card holder for the purchase of cannabis or cannabis products and the transfer of funds directly to a cannabis dispensary via the system; and
Recording the purchase of cannabis or cannabis products by a card holder in real time.
