Vote to pass a bill that classifies the performance of certain therapies as unprofessional conduct.
Highlights:
Classifies the performance of “aversion therapy” or “conversion therapy” on an individual under the age of 18 as unprofessional conduct, punishable by a court-determined fine of no more than $25,000 (Sec. 3).
Defines “aversion therapy” as a practice, treatment, or therapy involving electrical shock, extreme temperatures, prolonged isolation, and other procedures intending to cause pain, discomfort, or unpleasant sensations to the client or patient (Sec. 2).
Exempts a practice, treatment, or therapy that is within the Department of Health’s standards of practice for licensed health care providers from the definition of aversion therapy (Sec. 2).
Defines “conversion therapy” as a practice or treatment that seeks to change an individual’s sexual orientation, gender identity, gender expression, romantic attraction or feelings toward an individual of the same gender (Sec. 2).
Excludes the following from the definition of conversion therapy (Sec. 2):
Counseling that provides assistance to an individual undergoing gender transition;
Counseling that provides acceptance, support, and understanding of an individual; and
Counseling that facilitates an individual’s coping, social support, and identity exploration and development.
