Vote to pass a bill that prohibits the bulk collection of data, effective 180 days after the enactment of this bill.

Highlights:

• Requires the Federal Bureau of Investigation (FBI) to include a selection term in an application for a “call detail record” which specifically identifies an individual, account, address, or personal device as the basis for an investigation (Sec. 101).

• Defines “call detail record” as a record that identifies an originating or terminating telephone number, a telephone calling card number, or the time or duration of a call (Sec. 101).

• Requires a government agency to include a selection term in an application for a pen register or trap and trace device to record incoming or outgoing phone numbers (Sec. 201).

• Requires the FBI to include a selection term in an application for the production of “tangible things” for an investigation including, but not limited to, books, records, and documents (Sec. 103).

• Prohibits the FBI from keeping a call detail record for longer than 180 days, unless extended by Foreign Intelligence Surveillance Act (FISA) court approval (Sec. 101).

• Requires the FBI to submit an application to a FISA court for an order for the production of certain records, including, but not limited to, call detail records (Sec. 101).

• Requires the FBI to provide certain information in an application for the production of call detail records for an international terrorism investigation, including the following information (Sec. 101):
• “Reasonable” grounds to believe the records are relevant to the investigation; and
• “Reasonable” suspicion that the specific selection term is associated with a foreign power engaged in international terrorism.

• Requires the presiding judges of the FISA courts to appoint a qualified individual as amicus curiae to assist the court in the consideration of certain applications (Sec. 401).
