Title: American Security Against Foreign Enemies (SAFE) Act

Vote on a motion to invoke cloture on a bill that expands background checks for Syrian and Iraqi refugees applying for admission to the United States.
Highlights:
- Prohibits a “covered alien” from being admitted to the United States as a refugee until the following requirements are met (Sec. 2):
- The Director of the Federal Bureau of Investigations (FBI) performs a background investigation on the “covered alien” to determine whether he or she is a threat to national security; and
- The Secretary of Homeland Security, the Director of the FBI, and the Director of National Intelligence certify to Congress that the “covered alien” is not a threat to national security.
- Defines “covered alien” as an alien applying to the United States as a refugee who meets the following conditions (Sec. 2):
- The individual is a national or resident of Iraq or Syria;
- The individual has no nationality and his or her last habitual residence was in Iraq or Syria; or
- The individual was present in Iraq or Syria at any time on or after March 1, 2011.

NOTE: THIS IS A VOTE TO INVOKE CLOTURE ON A MOTION TO PROCEED, WHICH SENDS THE LEGISLATION TO THE FLOOR OF THE SENATE FOR DEBATE AND AMENDMENT. A MOTION TO PROCEED ALONE REQUIRES A MAJORITY FOR APPROVAL. HOWEVER, THE MOTION CAN BE FILIBUSTERED, AND WHEN THIS OCCURS, A CLOTURE VOTE IS NECESSARY TO VOTE ON THE MOTION TO PROCEED. A THREE-FIFTHS MAJORITY OF THE SENATE IS NECESSARY TO INVOKE CLOTURE.
