Vote to pass a bill that establishes regulations for fantasy sports games, effective July 1, 2016.

Highlights:

• Authorizes an individual who is at least 18 years old to participate in a paid fantasy sports game (Sec. 2).

• Defines “paid fantasy sports game” as a fantasy or simulation sports game or contest that meets the following conditions (Sec. 2):
• The value of all prizes and awards are established before the game;
• The winning outcomes reflect the skill of participants based on statistics;
• The winning outcomes are not based on score of a single team, player, or event; and
• The winning statistical results are not based on college or high school sports.

• Authorizes the operator of a paid fantasy sports game to contract with a licensed gambling facility to conduct the game on the premises of the facility (Sec. 2). 

• Specifies that a paid fantasy sports game does not constitute gambling and revenue from a paid fantasy sports game is not subject to wagering taxes (Sec. 2).

• Requires the operator of a paid fantasy sports game to establish certain procedures including, but not limited to, the following procedures (Sec. 2):
• A procedure to ensure that participants are at least 18 years old;
• A procedure to authorize individuals to limit themselves from entering a game; and 
• A procedure to disclose the number of games a single participant is authorized to enter.
