Vote to pass with amendment a bill establishing regulations for transportation network companies, effective April 28, 2018.

Highlights:

  • Defines a ‘transportation network company” (TNC) as any corporation, partnership, sole proprietorship, or other entity licensed in the state of Missouri to use a digital network to connect TNC riders to TNC drivers who provide prearranged rides (Sec. A).

  • Requires a TNC to apply for an annual license from the Department of Revenue to do business within Missouri and maintain the insurance coverage requirements provided, beginning April 28, 2018 (Sec. A).

  • Authorizes the Kansas City and the Saint Louis Regional Taxicab Commissions to audit a TNC no more than twice a year and charge the TNC for no more than $5,000 per year to cover the costs incurred (Sec. A).

  • Requires a TNC to display a picture of the driver and license plate number of the vehicle on the network tool, website or mobile application used to offer the service (Sec. A).

  • Prohibits a TNC from (Sec. A):

    • Using location data to exclude service to an area on the basis of the area's income, racial population, or ethnic composition;

    • Misleading riders or potential riders as to how many vehicles are available to provide rides; or

    • Canceling a ride request by a rider or prospective rider associated with a law enforcement entity.
