Authorizes the issuance of an identification card or driver’s license that’s specifically designated for veterans who either served in the U.S. army or served in the military operations in support of the U.S. in the Kingdom of Laos between February 28, 1961 and May 15, 1975 (Sec. 4).

Establishes regulations for the issuance of identification cards or licenses that are compliant with the federal Real-ID Act of 2005 (Sec. 5).
