Title: Authorizes Role in a Constitutional Convention
Vote to pass a bill that authorizes and provides regulations for Wisconsin's participation in a constitutional convention.
Authorizes Wisconsin to participate in a constitutional convention under Article V, which would be called for by Congress only after the request of at least two-thirds of the states (Sec. 1).
Requires the Wisconsin legislature and Governor to appoint 7 delegates to attend the convention (Sec. 1).
Prohibits delegates from considering, voting for, or approving an amendment that is not within the scope of the reason for which the convention has been called (Sec. 1).
Specifies that any delegate in violation of the above may be immediately dismissed and replaced upon a majority approval (Sec. 1).
Specifies that once a convention has been called for, a Joint Committee of Correspondence will be established for the following purposes (Sec. 1):
Directing and facilitating all communications and notifications with delegates;
Organizing and regulating adaptations to the rules of the convention; and
Mandating quorum and necessary procedural matters for the convention.
