Highlights:

  • Appropriates $1.1 billion to remain available until expended for the Bureau of Land Management for the following, including, but not limited to (Title I):
    • The protection, improvement, and maintenance of facilities;

    • The management of lands and their resources; and

    • The collection of permit processing fees authorized by the Mineral Leasing Act for oil and gas drilling applications.

  • Appropriates $1.2 billion to remain available until September 30, 2019 for the United States Fish and Wildlife Service for authorized functions, including, but not limited to (Title I):

    • Scientific and economic studies;

    • General administration; and

    • Other authorized functions.

  • Appropriates $2.4 billion to remain available until expended for the National Parks Service for expenses necessary for the management, operation, and maintenance of areas and facilities (Title I).

  • Appropriates $1 billion to remain available until September 30, 2019 for expenses necessary for the United States Geological Survey to perform investigations and research covering the following, including, but not limited to (Title I):

    • Topography;

    • Geology;

    • Biology; and

    • Mineral and water resources.

  • Appropriates $2.4 billion to remain available until September 30, 2019 for expenses necessary for the operation and implementation of Indian programs (Title I).

  • Appropriates $2.4 billion to remain available until September 30, 2019 for environmental programs, management, and other related costs, including, but not limited to (Title II):

    • Travel expenses;

    • Maintenance;

    • Purchase of reprints; and

    • Operation of aircraft.

  • Appropriates $1.2 billion to remain available until expended for necessary expenses related to the Comprehensive Environmental Response and Compensation and Liability Act of 1980 (Title II).

  • Appropriates $3.3 billion to remain available until expended to the State for Tribal Assistance Grants which cover the implementation of environmental programs and infrastructure assistance (Title II).

  • Appropriates $1.1 billion to remain available until expended for grants and associated programs which support costs to the following, including, but not limited to (Title II):

    • States;

    • Federally recognized tribes;

    • Interstate agencies; and

    • Air pollution control agencies.

  • Appropriates $3 billion to remain available until expended to subsidize obligations made for the principal amount of direct loans (Title II).

  • Appropriates $1.9 billion to remain available until September 30, 2021 for the National Forest Service for management, protection, and improvement of hazardous fuel containment systems (Title III).

  • Appropriates $2.5 billion to remain available until September 30, 2021 for the National Forest Service for necessary expenses for forest fire presuppression (Title III).

  • Appropriates $3.9 billion to the Department of Health and Human Services for expenses necessary to carry out Indian Health Services, including, but not limited to (Title III):

    • The Indian Self-Determination and Education Assistance Act;

    • The Education Assistance Act;

    • The Indian Health Care Improvement Act; and

    • The Public Health Service Act.
