Vote to pass a bill that expands the regulatory review powers of the legislature, commonly known as the REINS Act.

Highlights:

• Requires executive agencies wishing to promulgate rules to submit the statement of scope to the Department of Administration, rather than the governor, wherein the Department will make a determination of such agency’s authority to promulgate such rule (Sec. 4).

• Requires that, upon approval of statement of scope for a proposed rule by the governor or Department, the head of the agency proposing such rule transmit a copy of such statement to the chief clerk of each house of the legislature, who will then transmit such statement to the co-chairs of the joint committee for administrative rule review (Sec. 5).
