• Authorizes any individual to hunt, and possess a firearm while engaged in hunting, without obtaining a certificate of accomplishment if such individual remains at all times within arm’s reach of a parent or guardian acting as a qualified mentor (Sec. 3).

• Prohibits a member of a hunting party acting as a mentor from killing a deer for the individual being mentored or from using a deer tag issued to such individual (Sec. 2).
