Title: Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019
Vote to adopt a conference report that appropriates for fiscal year 2019 a total of $670 billion to the Department of Defense.
Establishes the Department of Defense Appropriations Act of 2019, which includes the following appropriations (Division A, Title I-IX):
$42.69 billion to the Department of Defense Military Retirement Fund for military personal in the Army;
$30.16 billion to the Department of Defense Military Retirement Fund for military personal in the Navy;
$13.77 billion to the Department of Defense Military Retirement Fund for military personnel in the Marine Corps;
$30.07 billion to the Department of Defense Military Retirement Fund for military personnel in the Air Force;
$40.14 billion to the operation and maintenance for the Army;
$48.03 billion to the operation and maintenance for the Navy;
$6.54 billion to the operation and maintenance for the Marine Corps;
$40.37 billion to the operation and maintenance for the Air Force;
$235.8 million to the Department of the Army for the environmental restoration efforts;
$365.88 million to the Department of the Navy for the environmental restoration efforts; and
$365.8 million to the Department of the Air Force for the environmental restoration efforts;
Prohibits any of the appropriations to be used for publicity or propaganda purposes that are not authorized by Congress (Division A, Title VIII).
Prohibits the use of any of these funds from being used for the following (Division A, Title VIII):
The targeting of U.S. individuals under authorities granted in the Foreign Intelligence Surveillance Act;
The procurement of carbon, alloy, or armor steel plate that is not melted and rolled in North America; and
The release or transfer of an individual detained at Guantanamo Bay.
Appropriates $3.5 billion to the Department of Labor for the necessary expenses for the Workforce Innovation and Opportunity Act (WIOA), the Second Chance Act of 2007, and the National Apprenticeship Act, with $2.78 billion being granted to the States and 712.86 million being for national programs (Division B, Title I).
Requires that $10 billion be used to make payments under the Head Start Act (Division B, Title II)
Appropriates the following to the Charter Schools Program (Division B, Title III):
$135 million for replicating and expanding high-quality charter school models;
$235 million for grants to State entities to support high quality charter schools; and
$55 million for facilities financing assistance, with no less than $45 million being used for the Credit Enhancement Program.
Appropriates $1.92 billion for the purposes of carrying out the Carl D. Perkins Career and Technical Education Act of 2006 and the Adult Education and Family Literacy Act (AEFLA), of which $1.13 billion will be available on July 1, 2019 and the remaining $791 million will be available on October 1, 2019 (Division B, Title III).
Requires that funds allocated for the Carl D. Perkins and Career Technical Education Act of 2006 and the AEFLA to remain available through September 30, 2020 (Division B, Title III).
Appropriates $13.46 billion for carrying out the Individuals with Disabilities Education Act (IDEA) and the Special Olympics Sport and Empowerment Act of 2004, with $3.94 billion becoming available on July 1, 2019 and the remaining $9.28 billion become available on October 1, 2019 (Division B, Title III).
Requires that funds allocated for the IDEA and the Special Olympics Sport and Empowerment Act of 2004 remain available until September 30, 2020 (Division B, Title III).
Appropriates $445 million for the Corporation for Public Broadcasting for fiscal year 2021 (Division B, Title III).

Requires $3.5 billion to remain available for the Workforce Innovation and Opportunity Act (WIOA), which provides adult employment and training grants (Division B, Title I).
Appropriates $276.24 billion to the Centers for Medicare and Medicaid Services (CMS) for grants to states for medical benefits programs (Division B, Title II).
Appropriates $10.1 billion to Head Start programs (Division B, Title II).
Appropriates $445 million to states for charter schools (Division B, Title III).
Appropriates $1.2 billion to states for Career & Technical Education grants (Division B, Title III).
Appropriates $13.49 billion for the Individuals with Disabilities Education Act (IDEA) (Division B, Title III).

Prohibits funds appropriated in this bill from being used for the Affordable Care Act (Division B, Title V).
Authorizes the following Department of Defense appropriations and provisions (Division A, Titles I - IX):
Full funding for the requested 16,400 end-strength increase and 2.6-percent military pay raise;
$41.33 billion for operation and maintenance of the Army;
$48.96 billion for operation and maintenance of the Navy and Marine Corps;
$41.47 billion for operation and maintenance of the Air Force;
$43.06 billion for military personnel and $4.87 billion for reserve personnel in the Army;
$30.31 billion for military personnel and $2.06 billion for reserve personnel in the Navy;
$13.79 billion for military personnel and $787.09 million for reserve personnel in the Marine Corps; and
$30.17 billion for military personnel and $1.87 billion for reserve personnel in the Air Force.
Prohibits the use of the these Department of Defense appropriations for the following (Division A, Title VIII):
Targeting U.S. individuals under authorities granted in the Foreign Intelligence Surveillance Act;
Procuring carbon, alloy, or armor steel plate that is not melted and rolled in the United States or Canada; and
Releasing or transferring an individual detained at Guantanamo Bay.
