Highlights:

 

  • Specifies that upon written request of an exclusive representative and within 30 days of an new employee’s date of hire the Department of Budget and Management shall provide the following, including, but not limited to (Sec. 1):

    • Name and position classification;

    • Home and work site address and phone numbers; and

    • Work email addresses.

  • Prohibits the department from providing an exclusive representative with a new employee’s private and personal email address (Sec. 1).

  • Requires that upon written request of an employee, and exclusive representative shall withhold further communication with an employee (Sec. 1).

  • Authorizes each exclusive representative the right to communicate with the new employees that it represents and introduce new employee programs (Sec. 1).

  • Defines “new employee programs” as new employee orientation, training, or other program that the state system institution, Morgan State University, St. Mary’s College of Maryland, or Baltimore City Community College negotiates with, and is authorized by exclusive representatives (Sec. 1).
