• Appropriates $2.8 billion for direct loans and $148.3 million for guaranteed loans relating to Rural housing Assistance Grants (Division A, Title III).

• Appropriates $1.4 billion to the Rural Utilities Service for the rural water and waste disposal program account to cover gross obligations for the principle amount of direct loans (Division A, Title III).

• Appropriates an additional $548.7 million to the Rural Utilities Service for the rural water and waste disposal program account to cover loan guarantees and grants (Division A, Title III).

• Appropriates the following to the Rural Electrification and Telecommunications loan program account (Division A, Title III):

• $5.5 billion for direct and guaranteed loans;

• $750 million for guaranteed underwriting loans; and

• $690 million for five percent rural telecommunications loans, cost of money rural telecommunications loans.
