Title: Establishes a Bipartisan Board of Ethics and Election Enforcement

A vote to pass a bill that amends the Constitution of North Carolina to establish a Bipartisan Board of Ethics and Elections Enforcement.

Highlights:

 

  • Establishes a Bipartisan State Board of Ethics and Elections Enforcement to administer ethics and election laws (Sec. 1).

  • Species that the legislative powers of the state government control the powers, duties, responsibilities, appointments, and terms of office of any board or commission (Sec. 2).

  • Prohibits the general assembly from appointing members of the general assembly to any board or commission that exercises executive or judicial powers (Sec. 3).

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES THREE-FIFTHS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
