Title: Increases Gas and Diesel Tax

Vote to adopt a conference report that increases the tax on gas and diesel.

Highlights:

 

  • Authorizes an elected officer or employee of a county, or township, or municipal corporation to simultaneously serve as a member or officer of the board or trustees of transportation improvement district (Sec. 3.112).

  • Amends the tax imposed on motor fuel to 28 cents per gallon before October 1, 2019 (Sec. 5735.05).

  • Requires that the rate of the tax imposed on each gallon of gasoline after October 1, 2019 be 35 cents per gallon, and 38 and 7/8th cents per gallon on and after October, 1, 2020 (Sec. 5735.05).

  • Requires that the rate of the tax imposed on each gallon of motor fuel other than gasoline as follows (Sec. 5735.05):  

    • 38.5 cents on and after October 1, 2019;

    • 47 cents on and after October 1, 2020 and by October 1, 2021; and

    • 48 cents on and after October 1, 2021.

  • Specifies that the revenue generated from these taxes will be used for construction, maintenance, and the repair of roads and bridges (Sec. 5735.05).

  • Requires additional registration fees of $200 for each plug-in electrical vehicle and $100 for each hybrid motor vehicle (Sec. 4503.10).

  • Defines “plug-in electric motor vehicle” as a passenger car powered wholly or in part by a battery cell energy system that can be recharged by an external source of electricity (Sec. 4501.01).

  • Defines “hybrid motor vehicle” as a passenger car powered by an internal propulsion system consisting of both the following, including (Sec. 4503.01):

    • A combustion engine; and

    • A battery cell energy system that cannot be recharged by an external source of electricity but can be recharged by other vehicle mechanisms that capture and store electric energy.

  • Authorizes local governments to implement an additional registration fee of $5 (Sec. 4504.181).

  • Amends the required number of license plates on a vehicle to one, to be displayed on the rear and specifies that a validation sticker must be included (Sec. 4503.193).
