Vote to pass a bill that amends the state's Medicaid program.

Highlights:

• Requires an individual receiving Medicaid coverage shall participate in 80 hours of community engagement activities each month if the individual is between 19 and 55 years old (Sec. 1).

• Establishes time spent in one or more of the following activities may count toward the monthly requirement for community engagement includes, but is not limited to (Sec. 1):

• Employment;

• Work readiness or workforce training activities;

• Secondary, postsecondary, or vocational education;

• Substance abuse education or substance use disorder treatment;

• Other work or community engagement activities that promote work or work readiness, or advance the health purpose of the Medicaid program; or

• A community service or volunteer opportunity.

• Exempts certain types of program participants from above community engagement requirements, including but not limited to, the following (Sec. 1):

• Medically frail individuals;

• Blind or disabled individuals;

• Pregnant individuals;

• Individuals experiencing an acute medical condition requiring immediate medical treatment;

• Individuals who are mentally or physically unable to work;

• A foster parent;

• A primary caregiver for a person who is unable to provide self-care;

• An individual participating in or exempt from the work requirements of the Temporary Assistance for Needy Families Program or the Supplemental Nutrition Assistance Program;

• A full-time student in a secondary school;

• An individual experiencing chronic homelessness;

• An individual under the supervision of the Department of Corrections, a county jail, or another entity as directed by the court;

• A victim of domestic violence ; or

• A individual living in an area with a high-poverty designation.

• Authorizes the Department of Public Health to adopt rules that establish requirements for reporting community engagement requirements (Sec. 2).

• Specifies that Medicaid participants have 180 to come into compliance with established community engagement requirements (Sec. 2).

• Requires program participants to pay an annual premium, billed monthly, equalling 2 percent of the participant’s modified adjusted gross income in the first two years that the participant receives coverage, and increases by half a percent each subsequent year, up to a maximum of four percent of the participant’s income (Sec. 35).

• Specifies that if a participant with an income of more than 100 percent, but no more than 138 percent, of the federal poverty level fails to make the overpayments due within 90 days of the date notification was sent, the Department shall follow established procedures for the collection of the unpaid premiums, and consider the failure to pay to be a voluntary disenrollment from the program (Sec. 35).

• Specifies that this Act terminates on June 30, 2025 (Sec. 38).
