Vote to pass a bill that restructures utility cost recovery for certain coal-fired power plants.

Highlights:

• Requires that retirement of coal-fired generating unit before the expected life used for depreciation purposes must be approved by the Public Service Commission (Sec. 2).

• Specifies that cost recovery for an undepreciated investment and required decommissioning and site remediation attributable to an electric utility’s share in a coal-fired generating unit are subject to public service commission review and approval (Sec. 2).

• Specifies that on or before January 1, 2020 the public service commission shall determine the annual market value of an electric utility’s share in a coal-fired generating unit and revise the current amortization payment schedule for a coal-fired generating unit (Sec. 2).
