  • Specifies that the purpose of this act is to provide for the better protection of the public health through the development, establishment, and enforcement of standards for the care of individuals in ambulatory surgical treatment centers, and for the construction, maintenance and operation of ambulatory surgical treatment centers (Sec. 2).

  • Specifies that “ambulatory surgical treatment center” does not include any facility in which the performance of an abortion procedures, including procedures to terminate a pregnancy or made to manage pregnancy loss, is limited to those performed without general, epidural, or spinal anesthesia, and which is not otherwise required to be an ambulatory surgical treatment center (Sec. 3).

  • Repeals a previous specification that says this bill does not require an insurance company to cover services related to an abortion (Sec. 3).

  • Requires any individual or group policy of accident and health insurance that provides pregnancy-related benefits to provide a covered person with coverage for abortion care, in order to be issued, amended, delivered, or renewed in this state (Sec. 3).

  • Specifies that coverage for abortion care may not impose any deductible, coinsurance, waiting period, or other cost-sharing limitation that is greater than that required for other pregnancy-related benefits covered by the policy (Sec. 3).

  • Repeals previous prohibitions on abortions performed in locations other than ambulatory surgical treatment centers (Sec. 22).

  • Authorizes a physician assistant to assist in surgery (Sec. 65).

  • Defines “unborn child” as any individual of the human species from the implantation of an embryo until birth (Sec. 9-1.2).

  • Repeals a previous provision which states that no spouse shall be liable for any expense incurred by the other spouse when an abortion is performed on such spouse, without the consent of the other spouse, unless the physician who performed the abortion certifies that such an abortion is necessary to preserve the life of the spouse who obtained such abortion (Sec. 15).

  • Repeals a previous provision which states that no parent shall be liable for any expense incurred by his or her minor child when an abortion is performed on such minor child, if they both have custody, or the parent having custody or legal guardianship of such child, unless the physician who performed the abortion certifies that such abortion is necessary to preserve the life of the minor child who obtain the abortion (Sec. 15).
