Vote Smart's Synopsis:

Vote to pass a bill that requires public universities in the state cover the cost of abortion drugs.

Highlights:

• Requires that starting January 1st, 2023, each public university student health center must offer abortion by  medication techniques onsite, and may be performed by providers on staff at the student health center or by providers associated with a contracted external agency (Sec. 2).

• Requires the Commission on the Status of Women and Girls to administer the College Student Health Center Sexual and Reproductive Health Preparation Fund for the purposes of providing private money in the form of grants to public university student health centers for medication abortion readiness (Sec. 2).

• Authorizes the Commission to receive money from non-state entities, including private, local, and federal government agencies (Sec. 2).

• Appropriates grants of $200,000 dollars to each public university student health center to pay for both direct and indirect costs of training and equipment (Sec. 2).

• Appropriates grants of $200,000 dollars to the University of California and California State University to pay for direct and indirect costs of providing 24-hour backup medical support by telephone to patients who obtained abortion by medication techniques from a public university student health center and other related expenses (Sec. 2).

• Defines a “public university student health center” as a clinic providing primary health care services to students that is located on the campus of a university within the University of California or California State University Systems (Sec. 2).
