Vote to pass a bill that appropriates funds for various housing development initiatives.

Highlights:

• Establishes a housing appeals board to hear the appeals of decisions made by municipal boards, committees, and commissions regarding housing and housing development (Sec. 113).

• Establishes a community development fund in the state treasury to provide flexible loan capital for community development initiatives, and for one-time capital infrastructure revitalization and strategic investments (Sec. 192).

• Appropriates $1 million for the biennium ending June 30th, 2021 for the community development fund (Sec. 193).

• Specifies conditions for sales other than the sales of tangible personal property to be in the state for the Business Profits Tax (Sec. 280).

• Specifies conditions for sales other than the sales of tangible personal property to be in the state for the Business Enterprise Tax (Sec. 281).

• Appropriates $415,000 for the fiscal year ending June 30th, 2020 and $415,000 for the fiscal year ending June 30th, 2021 for the housing appeals board (Sec. 299).

• Authorizes loans to property owners for the costs of remediation of lead paint hazards, and to the owners of licensed child care facilities for remediation of lead in water as long as the remediation is conducted in accordance with lead-safe practices under applicable laws and regulations (Sec. 423).

• Establishes conditions of eligibility for properties to use funding from the lead paint hazard remediation fund (Sec. 423).

• Appropriates $3 million for the fiscal year ending June 30th, 2020 to the lead paint hazard remediation fund (Sec. 426).
