Highlights:

  •  

    • Appropriates $9.25 billion for necessary expenses of the Department of State and the Foreign Service (Title I). 

    • Appropriates $698 million for firearm injury and mortality prevention research (Title II). 

    • Appropriates $740 million to the Department of Energy for necessary expenses in carrying out fossil fuel energy research and development activities (Title III). 

    • Appropriates $45 million to institutes and centers of the National Institutes of Health, which may be used for the alteration, repair or improvements of facilities (Sec. 216). 

    • Prohibits any of these funds to be used to implement a military service ban against transgender persons and persons with gender dysphoria (Sec. 11004). 

    • Prohibits any of the funds appropriated by this act to be used to support the sale of nuclear technology to the government of Saudi Arabia (Sec. 7041). 

    • Prohibits any of these funds to be used by the Department of State, foreign operations, and related programs to implement the Presidential Memorandum on the “Mexico City Policy” (Sec. 7058). 

    • Authorizes funds in this act to be made available for a contribution, grant, or any other payment for the Paris Climate Agreement (Sec. 7060).
