Title: Financial Services and General Government Appropriations Act, 2020

Vote to pass a bill that appropriates funds for several federal departments and agencies such as the Department of the Executive Office of the President, and the Consumer Product Safety Commission, for fiscal year 2020.

Highlights:

 

  • Prohibits any funds made available in this act from being used by the Office of Personnel Management to implement or carry out any furloughs or reductions in employment (Title IX).

  • Prohibits any funding made available by this act or any other act to be expended for either of the following purposes (Sec. 632):

    • To reorganize or transfer any function or authority of the Office of Personnel Management to the General Services Administration or the Office of Management and Budget; or 

    • To enter into or carry out any outsourcing of interagency agreement between the Office of Personnel Management and the General Services Administration not already in effect before October 1, 2018. 

  • Authorizes a pay increase of 3.1% for federal civilian employees and may receive no other pay increase during the 2020 calendar year (Sec. 748).

  • Appropriates $148.66  million to the Office of Personnel Management for necessary expenses to carry out office functions, including salaries and other expenses (Title V).

  • Appropriates $2.56 billion to the Internal Revenue Service to provide taxpayer services, including pre-filing assistance and education, filing and account services, taxpayer advocacy services and other services as authorized by the Commissioner (Title I).

  • Appropriates $272.2 million to the Small Business Administration for necessary expenses, including the hiring of passenger motor vehicles, not to exceed $3,500 for official reception and representation expenses, and which no less that $12 million will be made available for examinations, reviews and other lender oversight activities (Title V).

  • Appropriates $3.85 million to the Department of the Executive Office of the President for necessary expenses for the White House as authorized by law, not to exceed $19,000 for official reception and representation expenses (Title II).

  • Appropriates $55 million to the Department of the Executive Office of the President for necessary expenses of the Office of Policy Development (Title II). 

  • Appropriates $135.5 million to the Consumer Product Safety Commission for necessary expenses (Title V).
