  • Establishes the United States Space Force (USSF) as an armed force in the Department of the Air Force (Sec. 9081).

  • Appropriates funds available for the Air Force for fiscal year 2020 to programs, projects, and activities in connection with the establishment of the USSF (Sec. 9021).

  • Appropriates $72.4 million for the operation and maintenance of the USSF (Sec. 4301).

    • A description of any Chinese investment or project linked to military cooperation with the country in which the investment or project is located, such as cooperation on satellite navigation or arms production; 

    • An assessment of any Chinese investment or project that presents significant financial risk for the country in which the investment or project is located or that may undermine the sovereignty of such country; and

    • An assessment of the implications for United States military or governmental interests related to denial of access, compromised intelligence activities, and network advantages of Chinese investments or projects in other countries. 

  • Amends the Atomic Energy Defense Act to state that during 2030, the nuclear security enterprise must produce no less than 80 war reserve plutonium pits (Sec. 3116).

  • Establishes a Commission on Combating Synthetic Opioid Trafficking to develop a consensus on a strategic approach to combating the flow of synthetic opioids into the United States (Sec. 7221).

  • Specifies that the duties of the Commission include, but are not limited to, (Sec. 7221):

    • Weighing the costs and benefits of various strategic options to combat the flow of opioids from China, Mexico, and other countries;

    • Reporting on efforts by actors in China to subvert US laws and supply illicit synthetic opioids to persons in the US;

    • Reporting on how the US could work effectively with subnational and local officials in China and other countries to combat the illicit production of synthetic opioids; and

    • Weighing the options for defending the US against the dangers of trafficking in synthetic opioids, and to consider possible structures and authorities that need to be established, revised, or augmented within the federal government. 

  • Specifies that none of the funds authorized by this act for fiscal year 2020 for the Department of Defense (DOD) can be expended for reducing the responsiveness or alert level of the intercontinental ballistic missiles of the US, or reducing the quantity of deployed intercontinental ballistic missiles of the US to a number less than 400 (Sec. 1672).

  • Defines “adversary foreign government” as the governments in the following countries (Sec. 6745):

    • North Korea, Iran, China, Russia, and Cuba.

  • Requires the Secretary of Defense to finalize a cooperative agreement to address testing, monitoring, removal, and remedial actions relating to the contamination or suspected contamination of drinking, surface, or groundwater from perfluoroalkyl and polyfluoroalkyl substances (PFAS) originating from activities of the DOD by providing the mechanism and funding for the expedited review and approval of documents related to PFAS investigations and remedial actions from an active or decommissioned military installation, including a facility of the National Guard, upon request from the governor of a state (Sec. 332). 

  • Authorizes the Little Shell Tribe of Chippewa Indians and each tribe member to be eligible for all services and benefits provided by the US to Native Americans and federally recognized tribes (Sec. 2870).

  • Specifies that, for the purposes of establishing residency of a spouse of a military servicemember, the spouse can elect to use the same residence as the servicemember regardless of the date on which the marriage occurred (Sec. 1739).
