  • Exempts both undergraduate and graduate students that are not citizens or lawfully permanent residents of the United States from paying nonresident tuition and fees for enrollment in a degree program at a public university if the student meets the following requirements (Sec. 1):

    • Attended a K-12 school in Oregon for at least three years or a school in the U.S. for at least five years;

    • Shows intent to become a citizen or a lawful permanent resident of the U.S.; and

    • Qualifies for student tuition equity.

  • Establishes an emergency declaration, stating that this act is necessary for the immediate preservation of the public peace, health, and safety (Sec. 3).
