Title: Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act
Vote to pass a bill that authorizes funding through fiscal year 2092 for the September 11th Victim Compensation Fund of 2001.
Appropriates sums as necessary through fiscal year 2092, to remain available until termination on October 1, 2092, or after all funds are expended, effective immediately (Sec. 2).
Rescinds the previous amount of $4.6 billion, allocated under the Air Transportation Safety and System Stabilization Act (Sec. 2).
Authorizes the Attorney General to appoint a Special Master and no more than two Deputy Special Masters (Sec. 3).
Authorizes the Special Master to pay a claimant an amount equal to the difference between the following, if the claimant’s compensation has been reduced on the basis of insufficient funding after funding becomes available due to this act (Sec. 2):
The amount the claimant would have been paid if sufficient funding was available to the Special Master at the time they determined the amount due to the claimant under this act; and
The amount the claimant was paid under this act.
Defines “insufficient funding” as funding that is available to the Special Master on the day before this act’s date of enactment and funding that the Special Master determines is insufficient for the purpose of compensating all such claims and compliance (Sec. 2).
