  • Requires the State Air Resources Board to submit a report, no later than January 1, 2022, to the state legislature on their determination on the feasibility and practicality of asserting carbon intensity of all retail products so that total carbon emissions associated with such retail products can be quantified (Sec. 1).

  • Specifies that the Board’s determination shall include all of the following, including (Sec. 1):

    • Whether a separate or modified mechanism is needed for evaluating the carbon intensity of categories of retail products;

    • A consideration of how transportation emissions for in-state transport and imported products will be incorporated into an assessment;

    • An identification of retail product types and an evaluation on the life spans of the products; and

    • An identification of categories of products with similar carbon intensity characteristics that would be more practical and feasible to evaluate.
