Highlights:

 

  • Establishes that appropriations and funds made available through and the authority granted under this Act will be provided for until one of the following occurs (Sec. 106):

    • The enactment into law of an appropriation for any project or activity provided for in this Act;

    • The enactment into law of the applicable appropriations Act for fiscal year 2020 without any provision for such project or activity; or

    • November 21, 2019. 

  • Specifies that this Act is implemented for the continuation of projects and activities, including civilian personnel compensation and benefits for the purpose of avoiding furlough, within each federal government department and agency (Sec. 110 & 112).

  • Authorizes the reimbursement of the Commodity Credit Corporation for net realized losses sustained, but not previously reimbursed, as of September 17, 2019 (Sec. 119).

  • Appropriates funding to the Department of Commerce for “Bureau of the Census-Periodic Censuses and Programs” in order to maintain the schedule of and deliver the required data according to the statutory deadlines for the 2020 Decennial Census Program (Sec. 122).

  • Extends appropriations to the Department of Homeland Security for “United States Secret Service-Operations and Support” for operations necessary to support hiring and operations required for protective activities regarding the 2020 presidential election campaign (Sec. 132).

  • Authorizes the application of specific sections of the National Flood Insurance Program by substituting the date given in section 106(3) of the Act for “September 30, 2019” (Sec. 134).

  • Extends funding for the Temporary Assistance for Needy Families Program and Related Programs until November 21, 2019 (Sec. 1502).

  • Increases the number of emergency workers who can enroll in the World Trade Center Health Program (Sec. 1602).
